Description



Note 1: Effective June 15, 2018, the salary range for the Oregon Judicial Department Analyst 3 classification will be $4,832.00 - $7,871.00.


Note 2: Initial interviews are anticipated to be held June 28 and 29, 2018.


The Oregon Judicial Department's Marshal's Office, part of Office of the State Court Administrator, is hiring a Deputy Marshal specializing in emergency operations.


The person in this position analyzes current efforts for emergency management for Oregon Judicial Department (OJD), and recommends enhancements based on researched best practices, national trends, location assessments, and security reviews to OJD's Chief Marshal, Office of the State Court Administrator, and various court security committees statewide.


The successful applicant will be a skilled communicator and researcher, who has trained to handle emergency events, and operations, and maintains a level of fitness that enables the person in the position to perform the duties under physically or psychologically challenging conditions.



Duties & Responsibilities



Typical job duties may include, but are not limited to, the tasks listed below. Assigned tasks may be changed to accommodate workload and organizational needs.


Research and Analysis



+ Serve as an emergency preparedness and response subject matter expert for OJD.

+ Conduct security operations for the appellate courts and Office of the State Court Administrator.

+ Study methodology and best practices in assigned subject areas.

+ Create exercise scenarios and oversee emergency preparedness tabletops and field exercises.

+ Develop training programs for emergency preparedness and response by conducting training needs assessments, researching external programs for content and delivery methodology.

+ Locate potential educational materials and assist in the development of lectures and delivery methods.

+ Review local security committee security budget expenditures.

+ Analyze circuit court security programs.

+ Conduct security operations for the appellate courts and Office of the State Court Administrator.

+ Oversee the evacuation program for all of OSCA.

+ Attend training sessions and/or engage in self-study activities to develop and maintain an up-to-date knowledge of the emergency management field.












Education and Outreach



+ Lead and instruct training programs for court security, emergency preparedness and business continuity.

+ Oversee the readiness, operations, deployment and maintenance of the Marshal's Office Emergency Response Trailers (ERTs) located in Bend and Salem.

+ Ensure that the courts and OSCA understand how to access and utilize the ERTs.

+ Conduct training and exercises with the ERTs to insure OJD staff are trained in their deployment and operation.

+ Assist trial court administrators and presiding judges in the development of courts security, emergency preparedness and business continuity plans.

+ Make recommendations to presiding judges and trial court administrators on process improvements.

+ Meet with local court security committees composed of state and county officials.

+ Provide protective services to elected court officials.

+ Serve the Security and Emergency Preparedness Advisory Committee and the Advisory Committee on State Court Security and Emergency Preparedness on behalf of the appellate and tax courts and Office of the State Court Administrator.










Other duties as assigned.


Working Conditions

This is a full-time position and the work schedule currently is 8:00 a.m. to 5:00 p.m., Monday through Friday. It is not eligible for overtime compensation.


Occasional evening, weekend, or holiday work is required.


Significant evening, weekend, or holiday work may be required during emergency events affecting Oregon Judicial Department.


Serves on the emergency command team and the ERT team - during a business disruption, long work hours, including nights and weekends, under stressful conditions and during inclement weather events.


Occasional workday and overnight statewide travel may be required.


Possible exposure to violent or combative offenders, traumatized or deceased persons, emotionally distraught and psychologically disturbed persons, biological and chemical hazards, natural disasters, and other potentially perilous circumstances.


Operate a law enforcement type of vehicle, with appropriate communications and safety equipment.


Daily use of office equipment that may include the following: telephone, calculator, personal computer with multiple monitors, printer, scanner, fax, and copy machine.



Qualifications, Required & Requested Skills



Minimum Qualifications

The qualified applicant must have a bachelor's degree in business, public or court administration, or a closely related field.

AND

Must have at last three (3) years of increasingly responsible work experience related to emergency preparedness and response or public safety, which included major involvement in planning and directing emergency preparedness and response functions for a public organization.

OR

Any combination of education and experience equivalent to six (6) years of experience that supports the knowledge, skills, and abilities for this position.


Special Qualifications



+ Possession of a valid driver's license and acceptable driving record.

+ Possession of current Oregon Department of Public Safety and Standards Training (DPSST) police certification.

+ Possession of Certified Emergency Manager (CEM), or Associate Emergency Manager (AEM), or ability to gain possession within first 9 months of hire.

+ First Aid, CPR, and AED certification, or ability to gain possession within first six (6) months of employment.





Requested Skills and Attributes



+ Experience working for the Oregon Judicial Department.

+ Experience working as a law enforcement officer in Oregon.

+ Experience working as a subject matter expert in emergency operations.

+ Experience providing dignitary protection.

+ Experience responding to security incidents or assessing threat level.

+ Skill educating or training professional and support staff.

+ Skill communicating to a variety of audiences across various media.

+ Proficiency developing, testing, and maintaining emergency preparedness plans.

+ Possession of current certifications for any or all of the following:



+ Federal Emergency Management Agency, Professional Development Series (FEMA PDS).

+ Certified Emergency Manager (CEM).

+ Associate Emergency Manager (AEM).

+ Oregon Certified Emergency Management Specialist (ORCEMS).

+ Law Enforcement Data Systems (LEDS).

+ First Aid.

+ Cardiopulmonary Resuscitation (CPR).

+ Automated External Defibrillator (AED).

Salary

The Judicial Department's practice is to begin employees at the first pay step. However, a higher starting pay rate may be considered depending upon the applicant's education and experience.
