This position is with the Higher Education Coordinating Commission, Office of Community Colleges and Workforce Development.



+ There is one permanent, full-time position located in Salem, Oregon.

The Oregon Higher Education Coordinating Commission (HECC) is a fourteen (14) member, volunteer state board and associated state agency, dedicated to fostering pathways to opportunity and success for all Oregonians through an accessible, affordable and coordinated network for educational achievement beyond high school.


The agency is organized into eight (8) offices: Executive Director, Operations, Research and Data, Student Access and Completion (OSAC), University Coordination, Private Postsecondary (PPS), Community Colleges and Workforce Development (CCWD), and Workforce Investments (OWI).



Office of Community Colleges and Workforce Development

The Office of Community Colleges and Workforce Development (CCWD) contributes leadership and resources to increase the skills, knowledge and career opportunities of Oregonians. CCWD is the primary state support for local community colleges to achieve their comprehensive mission. The Education Division includes Career and Technical Education (CTE) (including Carl D. Perkins Vocational and Technical Education Act), Dual Credit, Career Pathways, Community College Program Approval, Distance Learning, Adult Basic Skills, General Educational Development (GED), English Language Learners, and the Workforce Innovation and Opportunity Act (WIOA) for Adult Education.

Duties & Responsibilities



The primary purpose of this position is to provide leadership, support and resources to local Adult Basic Skills (ABS) programs funded through Federal funds, Other funds and General Fund in order to increase the skills, knowledge and career opportunities of Oregonians and to meet the performance expectations for ABS programs included in State and Local Workforce Innovation and Opportunity Act (WIOA) plans. In addition, the position will provide support to ABS faculty across the state through partnership and strategic direction and identify ways in which local ABS programs can help meet state education and workforce goals.

Position Duties Include:

Program Administration



+ Represent the agency and Title II program (Adult Basic Skills) with various stakeholder groups including but not limited to education entities, Workforce Innovation and Opportunity Act (WIOA) partners, Title II providers, including serving on applicable advisory or task forces as assigned.

+ Advise CCWD Deputy Director, CCWD Director, and HECC Leadership regarding the administration of WIOA Title II programs; ensure appropriate monitoring and performance related to administration, instruction, assessment, access, transition and other key elements.

+ Provide professional development and technical assistance to Title II providers.

+ Develop annual federal and state reports for WIOA Title II.

+ Prepare testimony for presentation to legislative committees.

+ Coordinate team development of Oregon Administrative Rules related to WIOA, as well as internal policies and procedures.

+ Analyze and evaluate statewide ABS program data from all Title II program providers, and the Department of Corrections, and recommend courses of action for improved program effectiveness to CCWD Deputy Director.









Program Coordination



+ Research, write and review relevant state and federal policy pertaining to Title II programs.

+ Provide leadership to support contract negotiations, grant and fiscal monitoring, federal reporting and program evaluation and monitoring.

+ Develop and implement the Title II budget, appropriate program plans, reporting calendar and other accountability measures.

+ Coordinate efforts by agency staff to respond to federal requests related to the WIOA State Plan.

+ Represent Agency on the Oregon Council of Adult Basic Skills Development; the Oregon Pathways Alliance; and other groups and councils as appropriate.

+ Coordinate efforts with State GED Administrator, Career Pathways Coordinator, and Adult High School Diploma program.








WIOA State Plan development, implementation, monitoring and modification.



+ Coordinate activities related to the successful implementation of WIOA, especially those activities related to Title II of the Act.

+ In collaboration with OCCWD Deputy Director, ensures Title II contracts and grants are managed and monitored appropriately.

+ Facilitate and/or participate in a variety of interagency, cross-functional workgroups to develop the necessary State policy, practice and capacity to meet the requirements of WIOA.






WORKING CONDITIONS

Typical office environment. Work is conducted in an open office environment with constant interruptions. Simultaneously working on multiple tasks on a continual basis. Daily team interactions. Requires extensive computer use. May require work in excess of normal scheduled hours to meet high-volume and/or time-sensitive workload and agency priorities. Requires remaining stationary for extended periods as well as movement to: access filing/storage cabinets; use and adjust office equipment; attend meetings. Required to travel in state and out of state for mandatory training and meetings. Additionally, this position is required to either possess and maintain a valid driver's license by the state of residence or provide an acceptable mode of alternative transportation, in order to travel to required meetings.



Qualifications, Required & Requested Skills

To be considered for this position you must meet the following minimum qualifications (required skills):




+ Master's degree in Education or related field from an accredited college or university AND five years of education experience (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator).

+ A Doctorate in Education or related field from an accredited university may substitute for two years of experience in the field of education, but not for the two years of leadership experience.

+ An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.





Requested Skills (Desired Attributes):



+ Master's degree in Education or related field from an accredited college or university AND five years of experience in an organization delivering or administering education programs, three of which include leadership experience.

+ Experience in managing initiatives or programs that were highly collaborative in nature, demonstrating skill in developing and maintaining cross-functional/organizational partnerships.

+ Possess extensive communication and interpersonal skills.

+ Experience in teaching and/or training adults, with strong knowledge of adult learning principles.

+ Experience in program development, evaluation, monitoring and budgeting.

+ Knowledge of the processes and procedures of curriculum development, instructional strategies and research methods.

+ Excellent skills in facilitating diverse groups with varied aims toward specific products or outcomes.

+ Knowledge of contracting processes in public sector setting.

+ Ability to deal with shifting priorities and broad range of work demands.

+ Experience in using data-driven approaches for continuous program improvement.

+ Experience and knowledge of Title II, specifically administering programs related to the Workforce Innovation and Opportunity Act and Adult Education and Family Literacy Act.
